Title: Principal Construction Manager
We are excited to offer a fantastic opportunity for a Permanent Principle Construction Manager based in Central England, with regular travel across respective areas covering England and Wales.
HOURS OF WORK – Monday to Friday 37.5 Hours per week
Join our vibrant, inclusive community in Complex Facilities Reporting to the Regional Contract Director/s. The Senior Construction Manager will provide authoritative leadership across housing refurbishment programmes, ensuring safe, compliant, and high-quality delivery across a geographically dispersed estate. The role is accountable for driving performance, embedding Building Safety Act compliance, and proactively identifying and rectifying non-compliance within internal delivery teams and the supply chain.
This is a senior, visible role requiring strong technical judgement, excellent communication, and the confidence to hold teams and suppliers to account in a regulated, defence-aligned environment.
What you will do:
Delivery & Programme Management
- Lead the safe and compliant delivery of housing refurbishment works across multiple regions and delivery teams
- Provide senior construction oversight and assurance to ensure programmes are delivered to time, cost, quality, and regulatory requirements
- Act as a point of escalation for complex construction, safety, or compliance issues
- Support mobilisation of new programmes and stabilisation of underperforming projects
Building Safety & Compliance
- Ensure full compliance with the Building Safety Act, associated secondary legislation, and relevant Approved Documents
- Promote a strong safety culture aligned with duty holder and accountable person principles
- Oversee compliance with CDM Regulations, Temporary Works procedures, and statutory inspections
- Proactively identify areas of non-compliance and drive corrective actions within both internal teams and the supply chain
Health & Safety Leadership
- Provide visible leadership on Health & Safety across all sites
- Ensure robust implementation of safe systems of work, risk assessments, and method statements
- Challenge unsafe behaviours and practices decisively and professionally
- Support incident investigation and learning, ensuring lessons are embedded across teams
Stakeholder Management & Supply Chain Engagement
- Build strong relationships with Client teams, providing timely updates on progress of works
- Hold contractors and suppliers to account for performance, quality, and compliance
- Work collaboratively with commercial, technical, and client stakeholders
- Build strong working relationships while maintaining clear professional boundaries
- Communicate confidently with senior internal stakeholders and external partners
Performance, Reporting & Data
- Use Excel spreadsheets and reporting tools to monitor performance, risk, and compliance trends
- Ensure assurance inspections are complete and thorough at all relevant stages of work
- Analyse data to identify recurring issues, root causes, and improvement opportunities
- Provide clear, concise reports and briefings to senior management
Team & Cross-Functional Working
- Work effectively across multiple delivery teams and geographical areas
- Support, coach, and challenge Construction Managers and site teams
- Promote consistent standards and ways of working across the organisation
What you will bring:
- Construction Site Management Vocational Qualification level 5 or above – equivalent experience in Project Management will be considered as an alternative/in lieu of this qualification
- NEBOSH Health & Safety qualification (General or Construction)
- SMSTS (Construction based)
- Temporary Works qualification
- Strong working knowledge of the Building Safety Act and housing refurbishment compliance
- Sound understanding of CDM Regulations, construction health & safety law, and building regulations
- Proven experience in a senior construction management role within housing refurbishments
- Experience managing delivery across multiple regions and teams
- Track record of improving compliance assurance and performance in regulated environments
- Experience working with Tier 1 / Tier 2 supply chains
