Your New Role
We have an outstanding opportunity for a Permanent Pre Contract Principal Commercial Manager to join our Pre-Contract Commercial team within the Transport Infrastructure business unit. This role is a hybrid position involving regular travel to London, Birmingham, Didcot, or any of our offices across the country.
At Amey, we are seeking a driven Principal Commercial Manager to join our Work Winning function. In this role, you will collaborate closely with Bid Managers, Estimators, Legal experts, and subject matter specialists to develop compelling PQQ and bid commercial submissions.
Our bids span the Rail and Highways sectors, varying in duration, size, and complexity—from short Framework Bids to lengthy negotiated processes lasting up to 18 months, with contract values ranging from £5M to £150M annually.
The standard hours of work are 37.5 per week
You will be responsible for:
- Develop and lead the commercial strategy for bids and tenders within the Transport Infrastructure sector, as part of our Work Winning team. Collaborate closely with estimating, operations, and legal teams to ensure alignment with client requirements, Amey's strategy, and industry best practices.
- Spearhead the creation of impactful commercial strategies and solutions that drive successful bid outcomes.
- Manage pre-contract opportunity and risk, conducting sensitivity analysis.
- Lead commercial discussions and negotiations with clients.
- Direct commercial negotiations with potential joint venture partners and other stakeholders, overseeing the development of JV heads of terms and agreements.
- Manage commercial aspects of governance and internal approvals, ensuring compliance with company policies and processes.
- Oversee commercial handover and support contract mobilization to ensure that tender strategies are effectively implemented in delivery.

- Significant commercial experience in Infrastructure or Construction sectors.
In addition to this, it would be desirable if you have Bidding experience to help you hit the ground running, although this is not essential as we will provide you with the required development you need to bring you up to speed.
