Your New Role:

We have a fantastic opportunity for a Permanent Head of Estimating to provide effective leadership and governance to the business Estimating team, play a pivotal role in the strategic direction of the

business through liaising with the work winning, business development and operational teams, to maximise the level of profitable and sustainable work secured and act as a Subject Matter Expert in both Estimating and Tendering.  This position will be based on-site at Milton Park, Abingdon, Oxfordshire.

The standard hours of work are 37.5 Per Week

You will be responsible for:

  • The successful delivery of the estimating function across the Business Unit including setting the estimating policy, process, structure, and hierarchy.
  • Building and managing effective and strategic relationships (internal and external) to achieve high levels of customer satisfaction.
  • Acting as subject matter expert for Estimating within the Business Unit.
  • Acting as subject matter expert on Estimating for cross business unit working i.e., Group Estimating Community of Practice (ECoP).
  • Providing estimating assurance at Business Unit level, by defining and valuing risks at Tender Stage and conducting peer reviews of all estimates prior to formal settlement / gate reviews.
  • Overseeing compliance and leading excellence in quality and driving continuous team improvement.
  • Ensuring sufficient succession planning is in place within the estimating team by training and developing existing staff and recruiting new talent as and when required. Undertake gap analysis on staff competencies to inform any future development plans.
  • Ensuring the estimating department is in full compliance with all statutory legal and company requirements.
  • To support the recruitment and retention of all estimating staff in the division including agreement on the terms and conditions, job descriptions and development of the same.
  • To develop and enhance the divisions commercial liaison and influence with trade organisations, government departments, professional bodies, and key estimating / procurement groups.
  • To develop and implement estimating training throughout the division including mentoring the team through professional accreditation with CICES or similar approved organisations.
  • Leading and/or direct pricing key strategic project and framework opportunities, often leading a team of estimators to a common goal.
  • Acting as subject matter expert for Estimating within the Business Unit.
  • Providing professional estimating expertise into the business unit functions to ensure profitable projects are secured.
  • Liaison with other estimating, operational and commercial staff to delivery high quality, robust pricing submissions.
  • Coaching / mentoring and development of staff, both in the estimating discipline and wider business functions to ensure the work winning process and procedures are embedded and adhered to.
  • Leading the evaluation and pricing of risk and opportunity on tenders
  • Ensuring a comprehensive and robust handover to post-contract delivery teams is undertaken for all secured tenders.
  • Ensuring, where applicable, lessons learned sessions are undertaken on pricing activities and continuous improvement is embedded into the team.
  • To maintain a library of outputs and pricing data to enable both internal and tender benchmarking.
  • Must be flexible to work under own initiative with minimal support
  • May be required to work irregular hours depend on the requirements of each bid
  • Travel may be required between Amey offices
  • Attendance to client engagement meetings/site visits may be required.

We want to hear from you if you have:

  • HNC or Degree Qualified in relatable discipline or equivalent on the job experience.
  • The ability to proactively lead the divisional Estimating team, possessing the business, commercial and technical acumen needed to meet and beat Work Winning targets.
  • A very good knowledge of differing standard forms of Contract (including but not limited to Crown Commercial Service Frameworks) within the field of practice and the ability to communicate any pricing and commercial issues concisely and effectively to the Senior Leadership Team.
  • Ability to provide strategic estimating and contract advice to Director level stakeholders, both internally and externally.
  • Very well-developed negotiation and influencing skills.
  • Good knowledge of Health, Safety and Environmental guidelines.
  • People management skills, with the ability to build effective relationships at all levels.
  • 10+ years’ experience working in a relatable field or discipline.
  • Demonstrable experience in estimating both Soft and Hard FM services.
  • Have the ability to evaluate a tender specification and quantify the labour, plant and materials required to carry out the requirements.
  • Holder of valid UK driving licence
  • Prepare detailed analytical tenders and estimates from first principles within time constraints, support the Head of Estimating on bids.

Experience

  • Extensive experience working in a relatable field or discipline.
  • Full membership of a recognised professional institute (CICES or similar).
