Title: Health and Safety Business Partner
The post holder will act as a health and safety Subject Matter Expert (SME) for the Advisory business sector, with a focus on supporting international growth markets and other improvement projects as well as supporting teams working across Advisory UK market sectors such as Transport, Energy, Environment, Infrastructure, Defence and Water. Acting as the business conscience within the Governance framework of appointment. Assist the BU lead for HSEQ in the development and maintenance of the BU IMS specifically to support growth into oversea territories. Play a key role in the implementation of HSEQ governance; provide ‘value-added’ support to operational directors and practice leads so that they can effectively discharge their responsibilities specifically relating to Health & Safety and provide technical HSEQ specialist support to the HSEQ functional team.
Responsibilities
• In the context of Group, business unit and sector objectives, contribute to development of a health safety, environment and quality (HSEQ) strategy ensuring that we put our core value of safety first in all we do.
• Ensure that the operational business is properly implementing the mandated Amey Policy requirements for Health & Safety particularly in relation to the deployment of HSEQ personnel.
• Continually uphold Amey’s core value of ‘safety first, always’, by complying with and promoting our robust safety measures to minimise the risk of injury or ill health to you and those around you. This will be achieved by consistently applying and working within our Zero Code framework whilst undertaking activities for or on behalf of Amey.
• Support assurance activities where required on specific topics, proactively or as part of reactive programmes e.g. mobilisation or post event. (including industry specific programmes where relevant) Maintaining Professional Standards
• Stay abreast of developments in Health & Safety legislation and industry best practice through an ongoing process of formal continuing professional development.
• Providing an escalation point for HSEQ queries from the operational business. Incident / Accident Investigations
• Through direction, oversight and active involvement ensure incident investigations identify and implement effective preventive actions through a process of root cause analysis. Learning and Development
• Ensure that Amey’s framework for behaviour and competence is implemented effectively and that minimum mandated standards for HSEQ/Health & Safety training are maintained.
• Directly engage in the delivery of HSEQ/Health & Safety training solutions tailored to the needs of the business where necessary to comply with customer requirements and/or Group standards.
• Develop briefings on HSEQ topics to enable information to be cascaded effectively Policy and Procedure Guidance
• Contribute to reviews of the Amey IMS, compulsory risk controls, processes and procedures; and lead in the development of sector and territory specific IMS supplementary risk & process controls / aspects and impact arrangements where necessary.
Qualifications
• ‘Chartered’ Tech or Cert Member of the Institution of Occupational Safety & Health
• Diploma or higher-level qualification in health & safety (desirable)
• Internal Auditor qualification
• Investigation qualification
• Entry level Environmental qualification (desirable)
Skills
• An expert in Health & Safety and a good working knowledge of pertinent Health and Safety legislation.
• A good working knowledge of ISO standards (e.g BS EN ISO 45001, 9001, 14001) and their implementation and ongoing maintenance.
• A good understanding of international legal frameworks (such as USA, Caribbean, Australasia, ROI) and how to adapt management systems to meet regional requirements.
• Good leadership and communication skills.
• Strong investigation skills
• Good understanding of core leadership and people management principles.
• Broad awareness of behavioural principles
• Ability to act as conscious of the business and deliver challenging messages.
• Understanding of and ability to apply Risk management principles
• Understanding of core environmental and quality management principles
Experience
• Provided proactive, active and reactive professional assistance as the ‘subject matter expert’ for Health & Safety in line with the requirements of Regulation 7 of the MHASAWR99.
• Helped operational Directors to formulate effective compliance and improvement plans aligned to the corporate Health & Safety strategy and those of our customers.
• Experience of developing, implementing and monitoring management systems in overseas territories
• Acted as a commercially aware, focused, business-minded partner for Health & Safety.
• Worked collaboratively with Health and Safety Business Partners across organisations to ensure best practice Health & Safety solutions are shared throughout the business.
• Contributed to driving sustainable culture change through the short and long term planning of Health & Safety activity and resources.
• Experience in developing and implementing new working methods and initiatives that could improve Health and Safety across the business.
• Strong business acumen and previous experience of a diverse and complex operating business.
• Supported the development and delivery of a companywide and overseas assurance programmes,
• Supported the undertaking of Group wide compliance and conformance audits UK & overseas

• Ability to collaborate with the leadership teams at senior level to help ensure a collective vision that extends beyond health and safety systems and compliance and focuses on our people and their behaviour to help create a positively reinforced learning culture.
• Has the appetite and ability to work collaboratively and communicate across the HSEQ function, wider business functions and operational delivery teams.
• Is capable of helping to achieve successful culture change in a complex business with effective use of project management skills to ensure managed delivery.
• Ensuring that Amey’s Integrated management system (IMS) is visible, understood and implemented throughout the business.
• Works with respect, diligence and professionalism and in doing so can command support and respect from senior directors.
• Produces consistently high-quality communications (such as presentations, reports and emails) with experience in the delivery of health and safety training.
• Develops knowledge and competence of other areas of HSEQ, specifically environmental management and quality assurance to become a muti-skilled member of the HSEQ team.
